PROJECT BACKGROUND

Departures and arrivals to national airports and especially Taiwan Taoyuan International Airport as well as the en-route flights in Taipei Flight Information Region (FIR) are constantly increasing. This development in the traffic goes together with expansion in Taiwan Taoyuan International Airport, where construction of a third parallel runway has commenced together with a new terminal 3 and north satellite concourse. These will have a further positive impact on the traffic which is expected to grow even faster with these developments. Traffic increase, expansion of the airport infrastructure, new ATM/CNS technologies, new tower at Taiwan Taoyuan International Airport, etc. will require that ANWS re-evaluates the workforce and duty positions to ensure that ANWS can meet future demand for services.

PROJECT OVERVIEW

Respecting the growth of the traffic in Taipei FIR and in order to maintain high-quality services meeting the expectations of the customers, the objective of the project was to develop a model for the future manpower planning based on a given sectorisation of the airspace. The model is flexible and addressed issues like certification, opening hours, sector capacity, etc. necessary for the manpower control. Development of a future training concept, assessing changes in the retirement age and specification for a software tool to support the strategic, tactical and operational manpower planning, was also in the scope of the project.

OUR CONTRIBUTION

Integra Consult performed operational surveys on-site and documentation analyses to assess the current status and organisation of ANWS staff and resource planning at all operational units. Based on the surveys and analyses Integra Consult developed an operational survey report, operational concept, airspace concept, comparative study based on other ANSP practices, retirement plan, training plan and finally a manpower plan. The manpower plan was developed in co-operation with experts from Avinor, ANSP Norway.
