Integra Consult successfully completed a project related to the runway capacity for Ninoy Aquino International Airport (NAIA)
PROJECT BACKGROUND
To obtain the 65 million passengers in 2022, the number of hourly operations on the runway must be minimum 52. It is the objective of Integra to ensure that the airport can operate with 52 hourly operations over a longer period, and during a limited time operate above the 52 operations. The 52 hourly operations are an absolute minimum as it will be an objective to reach a higher number.
PROJECT OVERVIEW
The objective of the project was to assess if and how Ninoy Aquino International Airport (NAIA) could increase runway capacity to 52 hourly movements.
OUR CONTRIBUTION
The scope of Integra Consult’s work covered approach and arrivals, runway operations and taxiway operation as a combined operational capacity assessment. Under this scope, Integra Consult was responsible for assessing and defining improvements to the ATS provision in order to support the level of operations required for the airport expansion plans. This involved assessment of the capacity related mainly to the approach and departure at the airport, but also general capacity for feeding traffic to/from approach/departure sectors and potential redesign of airspace (extending TMA, etc.).
The main work area was:
- Defining a new operational concept for operations at the airport including approach and departure services, flow management and A-CDM and proposing a step-wise implementation consistent with the plan for developing the airport airside infrastructure.
- Defining new technical system solutions to support the future operations at the APP, TWR and Apron control. This covered the design of the future ATM/CNS and Airport system architecture and interfaces, including the airport systems to support A-CDM and airport operations. This also included the establishment of the associated support organisations for CNS maintenance, AOC/APOC support, etc.
- Reviewing the plan extension of the airport airside infrastructure to validate that the improved infrastructure could handle the number of movements to/from gates and where the design had issues restricting a good flow of movements.
- Reviewing the plan for renovation of airport technical equipment (lighting, power, meteorological equipment, technical control and monitoring, etc.) to determine compliance with ICAO standards and support needed for airport operations.
- Establishing a training plan and training syllabus for requalification of ATCOs in line with the new operational concept.
- Establishing a high-level implementation plan and the associated budget.
